Scope of reports
Themes fall into two groups. One follows the supply-chain tiers and strategies of the four alliances. The other follows four basic pre-investment checks: industry clusters and suppliers, talent and organization, regulation and administrative process, and infrastructure and risk.
The themes are still in preparation and no full report has been published yet. For now, the directory states the question each theme will answer.

Before a report is published, it must state these evidence responsibilities.
Source and date
List the source, date and locator or scope of each claim.
Evidence level and rights
State how strong the evidence is and whether the source may be used publicly.
Limits
Say what the research does not cover and which conclusions cannot be generalized.
Ownership and review
Name who is responsible and how the report is reviewed, corrected or withdrawn.
